Pure Libertarian theory or the Free
Press theory is one of the normative Theories of mass communication where media
or press is given absolute freedom to publish anything at any time and acts as
a watchdog. From the sixteenth to the eighteenth century saw the emanation of
individual who were ready to advocates this theory. The theory came from the
libertarian thoughts of Europe during the sixteenth century after the invention
of printing press and after the press movement. There is no control of
authority and everybody has the right to voice their opinions. Its was
advocates by many renowned personalities like Lao Tzu, John Locke, John Milton,
John Stuart Mill, Thomas Jefferson, etc.
Virulent critics of the Free
Press Theory were Wilbur Schramm, Siebert and Theodore Paterson. In their book
Four Theories of Press, they stated "pure libertarianism is antiquated,
outdated and obsolete." They advocates the need for its replacement by the
social resposibility by the Social Resposibilty. They found out that under pure
libertarianism, there was no restrictions,thus they were free to punish anyone
they like. while the media should be under an obligation to fulfill its duties, thus to check to see if
information going out will be to the benefit of the society as a whole, all of
this was not putten in place under pure libetarianism making this theory
antiquated, outdated and obsolete stated by Siebert,Paterson and Schramm.
In their Four Theories of Press
, they stated "pure libertarianism is antiquated,outdated and
obsolete." they still advocates pure libertarianism replacement by the
social rresponsibility. This theory can be said to been initiated in the US by
the Commission of The Freedom of Press. This commission found that free press
freedom had only increase the power of certain classes and has not seve will to
others. There was no means of accountability under pure libertarianism. this
the theory social Resonsibility advocated the some obligation on the part of
the press or media.
Another virulent critics was
that, they advocated the need for its replacement by the social resposibiliy.
This is where the issues of accountability and enthics are raised again to
safeguard the freedom of the press. they found out that under pure libertarainism there was no code
of condut for the press to follow making the facts of the press being in the
form of ony objective reporting instead of interpretative reporting,which can
help maintain social hamony within the society. pure libertarianism lacks all
these making it still outdated,antiquated and
obsolete statement made by Siebert,Paterson and Schramm.
All of the effort mentioned goes on to
suggest the underling motive behind the
statement "Pure Libertarianism is outdated,antiquqted and
obsolete" by Siebert, Paterson and Schramm in their book "four
theoris Press" is because of the emergence of social responsibility
theory. Pimarily because in as much as it is the amalgamation of the concept of
Libertarianism and authoritharian, its has as was stated earlir radical roots
from the concept of liberialism and hence an upgraded verson of the
libertarianism.
